No matter what z-index you assign to them, SELECT controls render on top of
other elements in Internet Explorer. This is because of the way IE renders
pages, and there's nothing you can do about it other than to position them
where it won't matter. (The web designer I'm working with wishes she'd known
this before designing the nav bar for her new site!)
