I second phpBB... easy to get it up and running, great developer community
with lots of additional functionality and modifications available (see
http://phpbbhacks.com/), and it's all straight php and mySQL.

BTW, if anyone has gotten phpBB 2.x running on Oracle I'd love to hear form
you...
