I just got a new web dev project for a doctor's office in Louisiana.

First, let me explain what he has envisioned for the website: He
wants to have a one-on-one pay-per-X-minutes (I'm thinking 5-15
minute increments) chat room through which he and other doctors can
schedule consultation sessions with patients.

His concern is that there might be some kind of law against
pay-per-minute chat rooms... Does anyone know if a law of this kind
exists, or is it free ground right now?  Yes, he's a real doctor and
it will be a 100% legit service, but is there any law on
pay-per-minute chat?

One alternative I have considered is having patients pre-pay for
time.
