Thanks, I forgot about the xml declaration throwing IE into quirks...
Damnable thing, that. I removed it though, and still the same problems.
As I mentioned though, I found a work around in adding an extra div as a
wrapper (but we all know what happens when we 'work-around' something...
It invariably comes back to bite you). If anyone else sees something
I'm missing, I'd greatly appreciate it, and thanks for the replies so
far.

:<?xml version="1.0" ?> is causing it to run in quirks mode.
:Try removing bottom:auto from #header, IE any version, doesn't
:do bottom: very well and there is no need for it.
