FWIW, the php.net calendar application's source code is available for
free -- perhaps you can get a start there? They use a file for the
event registrations (a quick glance at the source here) -- and I'm
sure you can customize it.

As far as the security part goes -- just like any other app, if you
can code diligently (sp?), you can avoid the most common security
holes, like SQL injection, for example.
