For CSS discussion, no where comes close to CSS-Discuss. It's a
mailing list rather than a forum, but its inhabitants know pretty much
everything there is to know about CSS:

If you really prefer forums, my personal favourites for web
development (including CSS) are at www.sitepointforums.com .
www.webmasterworld.com is also excellent.
