You have to put a $ in front of the thing you don't want to change.

i.e.

=B$15+C$15

That will allow the columns to change when dragged left/right.

=$B15+$C15

That will allow the rows to change when dragged up/down.

=$B$15+$C$15

That will not allow either value to change regardless of which way it is
drug(dragged?).
