Quirky suggestion, I know, but can you network with your neighbor
using a long Cat5/6 cable? You could offer to share the cost.

Other than that, the only other options I can think of is ISDN or
modem doubling (a technology which is great when it works -- which in
my experience was only about 1/2 the time)
