never used it, but it will open .wmv (I just did it) and looks like it 
will allow you to export to other formats too.:

its free and has the following hardware requirements, so fits the bill I 
think:
Windows (95/98/NT/2K), DirectX(*) 3.00 or later, Windows Media Player, 16 
MB of Memory (64MB or more Recommended), 20 MB of Harddrive Space.
