please leave that border alone.  it's there for accessibility reasons.
remove it and make the site more difficult to use for some users.

that's because you're using xhtml notation for your first <meta> tag, but
your doctype is set to html 4.01 transitional.  lose the trailing slash in
the tag and that error will go away.
