Start -> Run -> Notepad

Probably about as simple as you can get. Though you probably won't be very
productive.

Otherwise, look at Macromedia Dreamweaver MX, or Microsoft Frontpage 2003
(if you want WYSIWYG type tools), or Homesite or UltraEdit if you want
hand-code your HTML.
