It can be free to submit your site to Yahoo.

However when you submit your site it goes in an endless queue of other 
sites, all of which need to be checked by a human operator. What you're 
paying for is a guarantee that they will get to your site in 7 days. 
They do *not* guarantee that they will list your site, even if you do pay.

So you pays your money (or not) and you takes your choice...

(No idea what would qualify you for non-listing.)
