[thelist] Tag order question

I'm cleaning up some old webpages for my employer, prior to a major site
relaunch. One of the fun quirks (what, sarcasm? me?) with this code has been
tag order, and I'm just wondering if this is actually problem code or if
it's just my bias.

Most of the text on the pages is in this format: <p><div>text</div></p> I
have always coded as <div><p>text</p></div>, and even then only if I've got
multiple paragraphs for one div.

So, I guess what I'm asking is, which is right? Or is it really just a
matter of personal preference?
