Links from other sites to yours increases your ranking. Other sites have
goggle adword banners on them. Thus they are increasing you ranking by
linking to and increasing your pageranking. It also increases your
traffic, in turn increase you ranking.

According to Google, having AdWords does not affect your ranking either 
way.

The "trying to make commercial sites pay" theory is probably more rumor 
than fact.
