Here's my stab in the dark:

Subselects might work...

         SELECT SUM(cash)
         FROM bugetitem
         [search criteria]
         notification = (SELECT MAX(NOTIFICATION)
                         FROM budgetitem
                         [search criteria])

Hope the helps or at least does not hurt.
