Hi Joel,

I am curious that you would have access to PHP and Perl, but are unable to even install MySQL which would incur no immediate costs.  If it's a hardware issue, you could look into having a database installed on a remote server, and use that.  Remote hosting with a MySQL database can run as low as $8 a month, i.e. less than $100 annually.

Alternatively, you would be looking for a CMS with flat file support.  I've heard good reviews of CMSimple <http://www.cmsimple.dk/>.  Otherwise you might just search PHP>Content Management in www.Hotscripts.com, or check out www.OpenSourceCMS.com.
