Hi Ken,
I agree with Kelly. For a one-off quick sysadmin issue (like reformatting
all the numbers in a data extract file from 'real' ["25.00"] to 'integer'
["25"]) ... I would go with Perl because I find it easier (for me) than
using PHP for that kind of thing.

Not that it's necessarily "better", but I would go with PHP because I
find it easier (for me) than using Perl for that kind of thing.
Having cake is good ... eating cake is good too! ... Quibbling about
whether the post-meal toothpick should be made from Koa or CITIES
Brazilian Rosewood doesn't seem all that important.
