[thelist] An open source cms for sending newsletters?

Hi list. 

Can anyone here recommend a web-based cms for sending email/newsletters in
html format. I am looking for the functionality to be able to pick a
template, enter content through a web-based interface, and send a newsletter
to groups of people. This would probably be some sort of simple cms where I
can enter content, choose a style sheet and send an html email to a list.
Any direction would be invaluable.
