For English or Spanish either will do.

UTF-8 is a better choice if you might want to add other languages' 
unusual characters without having to use escapes.

ISO-8859-1 is a better choice if you want to be able to edit the pages 
with a text editor that doesn't support Unicode.

Little. Browser compatibility for both is pretty much universal these 
days. (note: there are still some issues with using UTF-8 in e-mail, in 
particular in Japan, but for the web it's fine.)
