When I've had problems with navigation similar to yours (list items 
containing links), I've usually had to set a line-height on the <a> tag, 
like this:
li a {
	background-color: #990033;
	border: 1px solid #990033;
	color: #FFFFFF;
	display: block;
	list-style-type: none;
	margin: 0;
	padding: 2px;	
	text-decoration: none;
	vertical-align: middle;
         line-height: 20px;
