I think you lost me there. When you say folders do you mean layer sets?
I haven't come across any other app that can read the layer sets from a 
.psd. They either import it as a single layer with the layers within 
merged, or as several ungrouped layers.
If you know the people that send you the .psd, you can ask them to add a 
pre/suffix to the layer name for you to see in what layer set is that layer.
