If I'm doing a simple CSS layout I'll leave them out until I'm finished,  
then add them one the basic template is done. This means that I can redo  
graphics as I'm making the page without updating the widths in the HTML. I  
do add them at the end though, just to stop the jumping around (though if  
it is an abs layout, there wouldn't be much anyway).
