Sam,

The elephant sized barier you will encounter to finding an off-the-shelf
solution is that you will NEVER find one that fits your client's exact
security needs.  You may find one that can be adabted to fit, but now you
are looking at serious $$.  (I'm thinking along the lines of PeopleSoft and
Oracle delivered products.)

Your post didn't ask for help on developing such a solution yourself, so I
won't bore you with my thoughts on that.  Rob offered some advice, but I
think he's making it more complicated then it needs to be.  I'll just say
that I think you are barking up the wrong tree by looking for an existing
system.
