I've found if you try to shortcut a solution you end up doing a ton more 
work that doing it the "best-est" way.

I think your two options are teaching the client how to update the SSI file 
with notepad and FTPing it up to the server. Many clients can be trained to 
do these simple tasks, especially if they have a template or how to 
document to work from.

The other option is to code an admin interface to the file using a DB or 
XML to store the data in. They could add/edit/remove entries and then 
"publish" them to the SSI file.
