Web email with mail application ... yes
Web email without mail application .. yes 
Web email without mail application on CD? ... yes. Since we're dealing with
email here and the usually involves an internet connection at some point in
time. It is safe to say that you can change your the action in your CD based
mail form to:
http://www.myserver.com/cdlearning/sendmail.ext 
where ext is .asp or .php or whatever you want your server email to do.
