Hi,

Apologies for jumping into this thread late.

Even on the very basic / low end level naming images or a folder in which
they're located with *banner* will make Norton block those images.

If your site doesn't transform gracefully when 
Javascript/Java/Flash/etc. support is not there, then it *is* your 
fault.

Not really, but as far as your role as a Web site author/designer, it's 
really just the same as making sure your site still works in the 
simplest of browsers. You do test your site with Javascript, Java, 
Flash, etc. turned off in various combinations, right?
