The only thing that comes to mind is finding an alternative to frames, 
(such as fixed-position divs and Server Side Includes).  Are you using 
frames for visual purposes or do they have something to do with the key 
functionality of the site?

If you can convert the site over to a form that doesn't use frames, the 
issue will cease to exist.
