The ones I visit the most (when I'm not on google.com)

www.php.net/manual/en/ (I have a downloaded copy, but the user comments
are great)
www.zend.com/zend/tut/ (great stuff there)
msdn.microsoft.com (for the odd C# query)
www.asp.net 

Finally, not really a /site/ but I'm always on #php in freenode. A great
place to learn things (and to help others).  Some really sharp PHP minds
hang out there.
