AFAIK there is no limit, as you can populate a Value List from a field 
in a related table.

I just tried it with a sample set of 10000 lines and--apart from being 
stupidly long pop-up--it didn't seem to cause any problems.

I imagine it's a case of "longer list" = "more time to create/load 
popup".
