That is a shame :-)

I think MS Project Server + Windows Sharepoint Services (WSS) will do what
you want. WSS is free, but Project Server can be pricey.

We did an implementation recently for a government department here. The
project owner will create the project is MS Project Pro, and post it to the
Project Server. This gives other people a web-based interface to the project
data (eg Gantt charts etc), or they can open the project in their copy of
Project if they want. Documents related to the project are shared via WSS,
which can do email notifications etc when docs are updated.
