A couple of things *ehem* (programs) will do this for you rather easily.
QuickTime, Pinnacle Studio SE, perhaps even MM Flash will.

It's just a matter of importing the .WMD... oops, .WMV file into the program
and using the built-in-tools to crop the move as needed. 

I have used Pinnacle Studio before and it's really intuitive and has a wide
variety of export options including back to .wmv, streaming media,
QuickTime, mpeg, and if you have the equipment, to an actual tape. There are
also a lot of extras. All this for a low low price of $69 from
