 yes it is - looks like they are getting free pitches! i wouldnt do it 
because youre just giving away your design knowledge. also without a 
decent brief & analysis of requirements I cant see how this is a fair 
test - its way too generic. if it fitted what they wanted, it would be 
purely by chance! dont let yourself be ruled like this - plenty of other 
employers out there.
