Hi Rachel. Yes there is a better way to do what you are doing. You can start by STOP doing it :).
What you are implementing is called "mystery meat navigation" by the "web pages that suck" guys.
In fact, you are mimicking a page they call the worst offender of them all ;)

You users will never know what is under the menu choices until they rollover. When they rollout,
they will promptly forget. Hiding menu choices makes for horrible usability. Why hide something
the user needs to see?  You can read the link if you want more info, they explain it pretty well.

I can't urge you enough to abandon that way of thinking and expose the menu items so the user can
actually SEE them! :) If you are being forced to do this, show your client that page.
