What happens if the architect (designer) puts the toilet smack dab in the 
middle of the room surrounded by 50 feet of solid concrete on all six sides?

Yes, it's unrealistic. But so is your original notion of a designer with 
absolutely no knowledge of CSS. The reality would generally be somewhere in 
the middle.

And knowing CSS shouldn't be considered a crutch that will lead to a 
disgruntled designer. It's a poor designer indeed who lets extra knowledge 
inhibit his creativity.
