I usually apply the hover to the parent ul instead:

I didn't see that your style sheet was complete, about halfway down
this page mentions the need to include all the states of the psuedo
hover to make it work:

Note: a:hover MUST come after a:link and a:visited in the CSS
definition in order to be effective!!
Note: a:active MUST come after a:hover in the CSS definition in order
to be effective!!
