this is a quota issue. for a user, there are hard limits and soft
limits. if the quota has been reached ie the "hard limit" then the user
gets no more usage of his account. the soft limit is there to let him /
her know that the user space is growing is size.

a linux box. i dont really get involved in windows tech other than for
client side tuff.
anyway, one idea was to parse out the result of a repquota and send a
mail based on the findings. but there might be other well known
techniques, hence the origin of the thread.
