You don't mention whether they are on Windows or Mac. If they are on 
Mac, you could look at Freeway from SoftPress Systems 
<www.softpress.com>. I worked for them a few years back.

 From your email address, are you in Israel? Freeway was partly funded 
by investors in Israel, is very good for non-technical users, and is 
inexpensive. It should have few problems if your clients are publishing 
in Hebrew or other non-latin scripts.

You would need to import the site into it first for them and clean up 
any glitches; it is a WYSIWYG generator, not an editor. It's long 
overdue for an upgrade, since the code it generates is also very 90s.
