Yes, but WebDAV over HTTPS is excessively difficult to configure for 
many admins.

Dude, KISS.  I would install OpenSSH (guide here: 
http://pigtail.net/LRP/printsrv/cygwin-sshd.html), and then use WinSCP 
(www.winscp.com) as a client.  It's free, easy, and the same for both 
Windows and Linux, so you don't have to retrain to introduce different 
platforms (which is HUGE in a big company).
