[thelist] opening .gz files in XP

I have some users who need to open up a .gz archive file, but

they don't have shell access to their webspace so they can't run a gunzip command
they don't have administrator permission on their XP desktops so they can't install an archiving utility such as winzip. 

XP's native archive utility doesn't support .gz files - if you click on one (without winzip installed) it directs you to a helpful page on the microsoft website that says "you must install one of these 4 suggested products".

There doesn't seem to be a command in DOS to gunzip, and our IT helpdesk have come back to me with a "job closed. can't be solved" 

Any ideas?

Is there an online conversion utility that will convert .gz to .zip?

Is there a windows archive utility that supports .gz files that doesn't need to be installed?
