i think some time long ago the validator threw some errors on it... 
after all, the validator *does* change over time, and sometimes a 
page that validates today won't validate tomorrow (as i have 
discovered)...

i had read it online, not in the WCAG spec, but in one of the myriad 
articles about best practices... we've talked about this before, too, 
so i know it's out there...

couldn't fit it in a cursory glance, though...
