German Registrar ist DENIC (www.denic.de, look on their website for
"DenicDirect").  But it's quite unusal to register Domains directly with
Denic - for one thing, it's expensive, about 60 Euro per year and a
setup fee. If you just need a domain (no webspace etc) you should rather 
use a service like domain24.de or domainfactory.de (their 
"DomainOnly"-Package) at 6-12 Euro per Domain and year.

As to your other questions, I never found a worthwhile german forum 
(despite our reputation for efficiency we usually produce more noise 
than content) and my customers use T-Online.de s' smtp relay server (but 
you need to pay a paying customer with t-online).
