Oh, I didn't mean that "list" or paragraphs would be good... I meant 
that usually it's not worth arguing which one of UL, OL or even DL is 
correct for a navigation list.

What I was after was that while we should endeavor to use semantic 
markup, there is not a single, holly, unbreakable, beyond-any-doubt 
source of those semantics... If one uses DL for navigation, W3C is not 
going to come and strike a thunder bolt in the head, telling it must be 
UL...

Instead of relying on rigid and absolute rules on semantics (which there 
are none) we should use common sense.
