...and delve into all the marvels of web design how it was achieved in
1997, make sure your design is very rigid and does not allow for
different navigation items, internationalisation or font size

Web design is NOT creating a pretty Photoshop template and cutting it
up, it is styling content and a site structure.

There are a lot of good resources to get inspiration from out there,

Another marvelous list of resources is the web developer's handbook:

"A good design" is very much dependent on the audience you want to
reach, so there is no silver bullet solution for that.
