Nope. I primarily use Mac ;)

But a quick test:

L:\example.com\dev> start default.htm

Launches default browser with this page loaded, so placing it in .CMD or 
  .BAT and autorunning it should work (since you can't autorun the 
statement directly - it's a system command).
