What sort of problems you are facing? If it is character issues, then as 
Volkan suggested Unicode is the way to go.

But there are less web specific issues too, cultural differences etc. 
When I studied some basics of Japanese, I was amazed how fundamentally 
different of a language it was to any languages I knew before.
