[thelist] Generating refferral links

Hi all,

A buddy of mine has a 'deals' site and he's trying to set up some 
commission programs based off of links out.

The example he gave was how links posted to fatwallet.com turn into
fatwallet.com/redirect/bounce.php?afsrc=1&url=http://www.site.com/

I'm just not sure how to manipulate random URL's that can be posted like 
this.  Is this something a mod_rewrite function will take car of, or is 
this something that will need to be scripted, checking for links, and 
then re-creating the link server-side?

Any ideas or suggestions would be appreciated.
