[thelist] Question about front page 2002 graphic links

I have been handed a partially done page, and a copy of front page that is apparently how I am expected to finish this page.
I have no decent graphics editor here, and my problem is graphics production.
The buttons that are on the page, which include 3 states, were supposedly created in FP, but search as I might, I have not been able to decipher how they were made.
Does anyone here use, or have knowledge of, this MS app?
I have included the code for one of the buttons below, thinking it might help some kind soul to help me decipher this.
