[thelist] how to refer to an event that occurs on the 2nd Tue of the month (for example)

I tend to have a 3 day weekend every other weekend. Our office cleaning 
guy comes in every other Sunday, but only twice a month, so if there are 
5 Sundays in a month (as happened in April this year) then he skips the 
5th Sunday and we go 3 weeks without a visit.

My rent is due by the 5th of every month, irregardless of the day of 
week on which it occurs. Taxes, however, were due on the 17th of April 
this year because the 15th occurred on a weekend.

It seems like there are plenty of reoccurring events that are date 
specific or day specific or both. They can all be categorized as 
"monthly" or "yearly" or whatever, but I do feel that additional 
qualifiers need to be added to clarify the type of schedule dependency 
you are referring to.
