The client uses Publisher to create his newsletter and wants to be able 
to publish it on the web. As a standalone piece of software Publisher 
is OK for creating newsletters etc that you're going to print on your 
desktop printer but its a disaster if you want to share documents.

Its a horrible piece of software but people use it. Cuteftp is the 
ideal solution so the file can be printed to pdf which is, at least, 
portable.

Publisher is generally best avoided at all costs.
