Although not web-enabled treepad and ywriter may be of some help. I use both of them and I am pretty satisfied. treepad is good for writing random text and hierarchically categorizing, sorting them etc. whereas ywrite is excellent for writing use-cases and scenarios. I most of the time prefer it to freemind[3].
